Issue Summary
This hotfix resolves a critical access control issue affecting gate pinpads when unit controllers are offline during overlock operations. When a unit controller was offline during an overlock addition or removal, the unit's overlock status would not be updated. Since gate pinpads calculate site access based on whether a customer's units are overlocked, customers were incorrectly denied access despite being current with payments.
The fix ensures that overlock status changes are applied to units regardless of controller connectivity status at the time of the operation.
Impact
- Devices affected: All pin pads on sites with active units
- Customer reports: 6-7 cases of legitimate customers denied access
- Security impact: Limited - potential for customers to be granted site access when they should have been denied (no reports of this occurring). Individual units remain separately secured and monitored

Deployment
Initially deployed to the affected site (where customer access denials were reported), later included in broader release (9.3.6) to all sites. Technical testing procedures provided to support staff for on-site verification.
